Make the legal status of recreational THC use the same as that of alcohol. Legal for anyone to use who's 21 or older. Also make the THC piss test for certain jobs/applying for welfare illegal.
EDIT: and of course release all the convicts only in prison for petty drug crimes related to sale/possession of weed.
Pretty much my exact thoughts but also include hair sample testing being illegal for weed use. My last job required that and I thought that was overkill. I didn't even use weed prior to that and I thought it was quite invasive for a dumb manufacturing job.
