Depends how you see it structurally. Does it make a difference in the end if the peer is as "good" as the others ? Does a test really reflect the quality of the learning of a student ? Is there a better way to learn ? Can a good way to learn incorporate cheating ? Is the ability to test your knowledge like this even needed for the work after ? Whatever is a diploma for ? What if you give your notes to someone so they avoid the work it took to write them, and that someone succeeds thanks to it ? Shouldn’t everyone help each other like that ? What if the consequence of this help is students who learned imperfectly but are still able to get the grades necessary to "succeed" ? Is the way they are tested even effective ? What are they even tested for ? Knowledge of what, for what, and what privilege does it give you ?
Eh, I mean for me it depends on the relationship between the students beforehand. I was happy to help friends cheat, but when people who usually ignored me suddenly started being super nice right around exams, it just fucked with my self-esteem. There's gotta be some kind of give-and-take, however that is, otherwise it's not really solidarity. (Otoh snitches are the worst, if you don't wanna help that's fine in my book but you also don't harm.)

Absolutely right. Everyone’s gotta help each other, according to their ability to do so.
