Basically the Cubans have no say in the matter. Gitmo is a colonial outpost that the US decided to keep. Just like the Panama Canal Zone was. And signing away the canal definitely played a part in Carter losing reelection because US Americans are the worst, so I don't see the US voluntarily handing it over to the Cubans anytime soon, even though the US absolutely has no right to be there. Even Obama, pretty sure he was only saying the detention facilities there would be closed, not that the US would give Gitmo back to the Cubans.
The Cubans would love for the US to leave Gitmo, there's just nothing they can do about it. Not without starting a war.
