"healthcare crack addicts"

Guessing since this guy is FBI he has healthcare, cause it sounds like he imagines people needing healthcare as having clandestine meetings with strangers on a corner in a bad neighborhood trying to get his finger reattachment surgery fix (which I bring up because I remember reading a story (watching a documentary?) that talked about a guy who lost multiple fingers and his insurance company only covered the cost of a few of them and told him to literally pick which (2?) he wanted reattached. I would not have chosen the middle ones cause they can have both my middle fingers).
