Rochester NY officers pepper sprayed a handcuffed 9 year old girl. Pepper spraying her to get the child into handcuffs would be horrible, but its cops, so the bar is so low it's already under the pavement. They did it the other way around. They pepper sprayed her after she was already handcuffed.
Try explaining it to the chuds back on reddit, you'll have someone explaining to you how someone resisting arrest is actually very, very difficult to pin down. I remember having a discussion about a woman who was being choked by about 4-5 police officers back during the George Floyd protests and there was someone seriously trying to argue that it's actually very difficult to pin someone down (even though we're literally talking 4-5 guys trying to hold down one woman).
