There's basically no good reason to ever build a structure larger than ten floors. For residential buildings, make that four - you don't save nearly as much as you think you will, and it turns out that putting people into massive apartment blocks prevents them from forming community with one another.
People want to live in the city and people want shorter commutes. Imagine how huge a city like Tokyo would be if every residential building was four stories high. It would be impossible to have efficient public transportation.

Paris proper is almost entirely 5~6 stories high and has a fantastic metro system. Not many countries can have even one Tokyo size city.
