are you thinking of chile under pinochet? I feel like I remember stories about how the 'good liberals' turned themselves in because they assumed they would be fine unlike all the 'dirty socialists'
Thought it was Pinochet too but I couldn't find anything on that.
do you listen to the dollop by any chance? I definitely remember dave using that story in an anecdotal way, which is maybe why it's hard to find the original source
