I think it's the way there's like a "stream" of peppers. As if they were being fed out by a conveyor or something. If he just had a bunch of peppers in his hands and tossed them in a way that would put his hand like that they would just be in a large "blob" of pepper chucks flying through the air.
Something about the physics in this photo looks all wrong. He looks like he's about to catch them, not like he's throwing them.
