In the modern era, we're seeing space industry pop up in China, Japan, India, and the EU. The latter two are definitely Fash-adjacent if not explicitly Fascist.
With space technology increasingly corporatized, we could very possibly see the big petro-states or wealthy plutocrats in countries like Brazil, Australia, and Nigeria develop domestic space programs. The Equator is the cheapest point to launch a rocket, and Africa has some of the highest altitude territory on the equatorial line. So it's not inconceivable that we'll see a space boom in Kenya or Tanzania in our lifetimes.
