Some people in the Party obviously do have issues with 小鲜肉 or whatever, but the MoE, in this report at least, aren’t entertaining them in the slightest.

Because someone brought it up. And I guess because some people seem to suddenly be 100% cool with it for some reason.
It doesn't matter to me if someone in China has a bad take on an issue, although it kinda does matter when it is the MoE of a country with billions of people. What matters more to me is the people who seem to agree with it.
The proposal came from the NPC, the MoE received the proposal and issued a response that talks exclusively about physical and health education, as well as the impact of celebrities on adolescent mental health.
The best interpretation I can make of this is that boomers in the NPC made a proposal which is problematic, and the MoE will not implement it and instead use it as an excuse to implement health programs.
Of course, it's problematic that this is an issue of contention, but there is no indication these kinds of reforms will have actual implementation, and the MoE's deflection is evidence otherwise.
But certainly, there is problematic discourse among old politicians in China.
