Is your cat elderly, or do they have long fur? They might not be able to clean their paws all the way off. If they have lots of paw-fluff you could try trimming it if kitty will allow you to.
Other than that it sounds like you're doing what you can. I've seen these special rugs for sale that are supposed to help catch litter. They look like a rubber, blown up version of velcro loops woven together, but im not sure how well they work.
And cleaning bots do well on hard floors, but aren't really worth a damn on carpet/rugs.
Yeah, that should be fine for spot cleaning & litter pick-up. You'll have to sweep occasionally and get the corners manually. The pricey ones aren't much better, a bit smarter and slighty more succ power maybe, but more than a few hundred and you're paying for branding rather than function.
