I was able to enable it in my keyboard settings without using Tweaks.
Its an old key from old keyboards, or a setting for a soft compose key.

I can get the compose key to work but are you supposed to hold compose and hit C then C again then C again and then P or what?
You don't hold the compose key. You have to press it once and then type the sequence, pressing it again in my case cancels the compose sequence.
That's how it works on Linux systems, yeah. It's case sensitive and should show up before you let go of the compose key. ☭
