Title says it I want to play old games without going broke. Do I need a vpn, where do I find roms. There are a lot of games I want to try but only so much money so help would be appreciated. PS2 games N64 games PS1 games and the like.
Edit got f zero gx playing on dolphin but it jumps up and down on fps. Playing with the settungs is making me this that the computer might not be powerful enough. Gonna try more later because brain outta juice.

Don't know if message got through but after extracting dolphin I try running it to get system error MSVCP140.dll was not found
Google “dolphin emulator MSVCP140.DLL’ sans quotes and that should point you in the right direction.

As long as you check out their megathreads on those subreddits you shouldnt have any issues except on some consoles which you'll need to find bios as mentioned by another user

I think r/roms is somewhat slow to fix dmca pages (I think psp was down for 2 weeks or so) but they get them back up eventually

Just don't ask for troubleshooting help there. They can be dicks about it. But you can normally find a youtube video to help so you should be fine
They're not allowed to straight-up link you to ROMs because Reddit itself is very "muh ip laws," but they're still good places to find links and guides for the emulators themselves. The users themselves can even be helpful on a good day

I spent about a month getting into it and Raspberry Pi in general, and now I have a dedicated little keyboard Pi 400 that has every NES/Gameboy/GBA/SNES/Genesis/N64/Dreamcast/PS1/Arcade game that I want on it and works with a Switch Pro controller, has multiplayer (including online, but I haven't tried that yet), and a bunch of other features.
Their docs are pretty excellent, and I would be willing to help out if you get stuck. There's some fiddly stuff that you might need to do, but I liked tinkering with all of that.
I built 2 of them for friends that were a big hit, if you want I could even do that for ya (for the cost of the materials).
I got all of my ROMs from Vimm's Lair.

For cartridge based systems it's super easy. You download an emulator Project64 is what I use for N64, ZSnes for SNES games and Visual it Advance for GBA/GB. I haven't really done much with other systems. For the Roms themselves, you can search around and find downloads pretty easy, exercise normal sketchy click download caution. I havent really had to look for any lately since I've just kept the sets I downloaded ten years ago on a stick.
It's been a couple years since I checked out the emulation scene but OpenEmu is a great emulator and I remember CoolRoms being a pretty good site for roms. If you're comfortable torrenting things, there are pretty large packs of SNES games and others from the era available on many trackers, like piratebay, so you don't have to pick out individual ones.
Also recommend setting up a RetroPi if you want that old-school console-plugged-into-tv vibe.
Torrenting is the one thing I'm scared to do since no vpn. I need to get on that but haven't.
Most things are still available by googling, although you have to navigate through some sketchy sites. Googling "ps1 emulator" should get you an emulator and googling "crash bandicoot 1 rom" should get you a game, just watch out for spyware. For the ps2 emulator you need to find a "bios file" separately for legal reasons but it's not too bad, my main issues were normally getting controllers to work (that's a whole other issue)
The sketchy sites were what I was worried about but thanks to @Terkrockerfeller I think I found a good one.
No more hoping my games still work and also get to play pokemon stadium again for me.

Since you're trying to play games on multiple platforms, you might want to consider using an emulator frontend like RetroArch to make it easier to manage your collection and not have to worry about managing each and every emulator you come across. Features like save states, turbo, and rewind will behave the same way for every platform. Plus, you can use it to enable user-created achievements made on retroachievements.org which is pretty cool.
Full disclosure though, although the site documentation will hold your hand most of the way through setting it up, the amount of configuration options (like, it has options for its options) can be a bit overwhelming until you get more familiar with it. Theoretically it should be as easy as installing a console's core (and manually adding any files that can't be legally bundled with it), scanning a directory for roms, and launching it. In reality though, you'd have a much smaller headache downloading and configuring each emulator by itself even if the end result will look a bit messier by comparison.
