      Actually this is an ancient Ukrainian military uniform.

      He made fake SS-like uniform but doubled the skulls on it. Certified "Are we the baddies" double down moment.

      Edit: Quadrupled actually, original SS had only one skull, on the hat. He had 4. And the ribbon on his sleeve seems to say "Totenkopf", which means "death's head" so it can count as fifth. I won't even mention that original Totenkopf troops formed from the concentration camps guards. He sure wasn't very subtle in his aspiration to lowest dregs of nazism.

          Nazis control Ukraine and they've spent a decade suppressing dissent. It's straight up not safe in Ukraine to question the Nazi narrative because they'll put out a death warrant for the dissenter and the cops will look the other way.
