The existence of the phrase “Nazi punks fuck off” is the result of Nazis existing within the punk scene. Leftist and anti-authority sentiments ended up dominating, but Nazi bands and their followings existed. Or maybe bands like that still exist and the war hasn’t been won. I don’t know. Not my scene. Where’s our resident punk purist who gets upset when people talk about folk punk? I think they’d know.
Nazis have always infiltrated youth subcultures as fertile ground for trying to recruit young people; they adopt the style, the music, etc. That's why people associate skinheads with nazis, when skinhead culture originated as a subculture that embraced black and white unity in working class communities in England. Nazis just co-opted the aesthetics. So this isn't something specific to the punk subculture.

Nazis showing up at punk shows to start shit and fuck shit up isn't really them being "within" the punk scene
