Well, according to the article linked by OP, some people from Bellingcat gave a cyber security workshop at a Macedonian media company.
They do a ton of work naming and shaming white supremacists in the US, which is mostly what Robert Evans is involved with. This makes him a fed.

The real issue is that he thinks the machinery of empire can be used to do good, but the machinery is evil, it's not really capable of doing good.
Well Bellingcat also probably got money from the UK government to spread propaganda. That's a pretty dishonest summary of the article.
