There's a take that Vader was growing weaker over the course of the series, both as the job ground him down and his age/infirmities caught up with him. Meanwhile, Luke was coming into his full power over the course of the series and - in the moment when the Emperor threatened Leia - embraced the Dark Side for a moment, juicing him and giving him the edge over Vader.

That got us to the Emperor clapping and declaring that Luke would make an excellent substitute over Vader, Luke refusing, and Palpatine electrocuting him.

Of course, all of this was with an eye towards the producer/director's "agenda". The series can't end with the Evil Empire winning or the Hero becoming a Villain or the Super Weapon failing to blow up in a fireball of its own hubris. So Vader decides to turn coat one last time and Luke somehow makes it out alive and then there's a big party back on Endor and even the ghosts show up to tell the heroes what a good job they did.
