From what I have seen, the switch to china has been in the works but it's has only really become certain over the past few years.

The term isn't new, it has originally been used for ages to describe the clandestine fascist networks that have been formed throughout the Turkish military, intelligence and law enforcement communities - and when you look at the Ergenekon group / Turkish deep state, you may find that all of that sounds awfully familiar to things going on in the US, in Germany and so on and must be going on in other countries as well. If applied carefully and in a non-cranky way, it's a highly useful concept to understand how networks of reactionaries form and operate within executive branches of government, yet outside of any electoral control.
