I've heard there is some part of Japan that is hesitant of any "foreign medicine" and requires anything being introduced into the country to undergo their own Japanese studies because they think they have some sort of unique body that doesn't work like others but that sort of thing, like a lot of BS tends to mostly be the older generations. But since the older generations are still the ones who dominate politics (especially in a lot of Asian countries) they fuck up a lot of stuff that you would think they shouldn't.
I read in the Japan Times, which I can't verify its statements, but it said it was their perfectionist culture fucking up the vaccination efforts on the part of the government on top government officials not taking it seriously at all there.
It's not some kind of antivaxx movement but it's just general hesitation to vaccinations in a non-conspiratory way.
Incidentally, the plaza she’s in is the site of loud, day-long anti-vaxxer rallies every weekend.

I recall some event being mentioned but I can't remember exactly what it was. The hesitancy was there already by the swine flu IIRC.
