Getting a damp wash cloth and ringing it out then hanging it around your neck and dabbing your ears on occasion can bring your body temp down if overheating.
Try to abstain from alcohol if you can. Put aluminum foil with the shiny side out in your windows and cardboard if possible.
Close your blinds (seems simple, but many people don’t do this) make sure your windows are locked.
If you have a door that doesn’t seal well, put tape on it or a towel at the bottom to try to keep the hot air out.

Consider just unplugging electronics that you aren't using. Our cable box (cable comes with this apartment for whatever reason) generates so much goddamn heat, even when it's in the most "off" state that it can be without being unplugged, it's ridiculous.
How humid is PNW? Evaporative cooling won’t work if it’s over 50%
Does anyone understand how humidity stays so low in these conditions? Like I live next to an ocean isn't this heat causing a ton of evaporation?
And yes I am totally ignorant on how humidity works thank you very much.

I love the idea of swamp coolers, but the lowest humidity my area ever gets is like 60%.
Yeah they're kinda limited for that - apparently the PNW is pretty dry right now so it's viable for the next few days at least, if you'd need cooling pretty urgently and you don't have AC available.

If you're outside exerting yourself, make sure to put water on your arms as well. This will cool down the blood in your veins.
