      If I squint real hard I can kind of imagine this happening if war crimes are off limits. If it focuses on run-of-the-mill corruption and grifting it might at least get off the ground, even though it almost certainly wouldn't do anything significant.

        This has "I wasn't racist until the Democrats pushed me to be racist" energy. He's always wanted to be a dictator; we shouldn't be blaming that on Democrats proposing something halfway decent for once.
