I know the answer is 'they really are just that fucking stupid' but it really is unbelievable.
They're a propaganda outlet and not a business, so there's really no way to quantitatively measure performance. You end up with people like this in these organizations, because the only form of "performance evaluation" that exists for these people is how much more money can be squeezed out. Since there's no direct profit and thus no measure of performance, no one in charge stops to ask, "Hey, shouldn't we make sure we don't have any complete and total fuckwits working in public-facing positions?" because they're too busy snorting coke off each others' penises.
