I was gonna comment to say this, but yes, it is a consistent trend pretty much the world over that as living standards improve, people have way fewer kids. This is due to many factors, but mainly / usually:

More kids surviving meaning you simply don't need as many kids to have a shot at reproducing yourselves

Women having more rights and access to birth control / abortion services, meaning they can control their own reproductive autonomy
Either is a positive implication for how things are going there.

One-Child Policy only applies to Han people in urban areas, different policies apply to other ethnicities and in rural areas.
This is a weird argument given the 60% decrease in birth rate in Uighur areas.
