I think the rules are guided more at like wealthy types, not everyday normal workers. Like it's not even a "you're going to prison" thing, it's literally just "no wealthy people who get plastic surgery to look like their favorite musicians allowed on TV". Which I think is more directed at the cult of personality part of that dynamic and not the effeminate/non-cisgender part.

Otherwise I feel like it would have been worded a lot more clearly and directly.
