This is a very specific use item. Unless they're giving cops like 10-25 of them to use for more common open area mass protest events the best they can use them for is for urban chokepoint area-of-denial.
Which I suppose would be alright since it allows them to cut off areas more securely while using less personal to maintain a chokepoint, allowing them to reallocate them to the main force.
