Voseo is used outside of the rioplatense dialects all over Latin America, it’s just not as common as it is in Argentina and Uruguay. It’s even used in southern parts of Mexico
Tho idk how common it is in Cuba. Cubas comparatively pretty small so I wouldn’t imagine there’d be a ton of dialectical variation but with Spanish you never know lol
