Apparently the NIMBYs created the two stack code because some nearby condos did not like the view from comments in another thread I read.
Also why America's largest port does not run 24/7 like 90% of international ports -- too much noise at night.

Based Centrist compromise for a permanent solution: 4 high stacks, eliminate the 5-6 pm gap on weekdays, and bring the weekends up to the 8a-3a schedule.

I mean, if we're doing that, we may as well move to a standard 24/7 cycle. The above is just what I think the compromise will be.
