Context is a crippled guy passes time by spying on his neighbors from his rear window. The setup is pretty standard, he watches a bunch of stuff go down and no one notices. Then he witnesses a murder, and this shot happens. Suddenly the observer becomes the observed and he's unable to escape his apartment due to being in a wheelchair.
