I'm not saying they will, I'm just saying that material aid is the best way to fight against propaganda. No matter what they'll be targeted by the American hegemony, but actually providing aid and helping to rebuild a community will massively increase their support from that community.

In particular I'm thinking about the hundreds of thousands of people who know someone who died of COVID, and is still refusing to either get vaccinated or wear masks, or do literally anything to prevent themselves from becoming the next corpse on the pile.
The issue with COVID was lack of response. Because there was no material aid and good active education going on, it allowed more insidious fascist propaganda to slip in.
There wasn't a solid safety net, and tons of people lost their jobs.
