I've had long waits where they were in previous meetings that ran long, and those waits are fine even if they take a while. This sounds like a crazy power play. If you can find a job elsewhere I'd go for that. People who need to show you they have control over you before hiring are not going to be pleasant to work for.

If it's a large enough workplace, send an invoice to their accounts payable department. You never know. 100 bucks per hour, minimum 1 hour, as a consulting fee sounds fair.
There is nothing more demoralizing than looking for a job. I just changed jobs and from the time I applied to the time I was offered was like 2 months. How are unemployed people expected to apply?

I like waiting, I enjoy sitting looking at my phone and such. I like it way more than interviewing, but I get that most people prefer to do job interviews than to sit quietly
