A decent chunk of people from KTT crossposted on /fa/ and /mu/ and started to use based to refer to stuff that was, well, BASED
over time the rest of 4chan appropriated it and it morphed into a right wing thing when it was originally meant to be a very liberatory slogan:

I remember "based" being used extensively on 4chan around a decade or so ago. But back then, it was always used as part of the phrase, "thank you, based god" or based whatever; it wasn't used by itself, but strictly as an adjective.
I only heard it from Vinesauce Joel years ago because he would play Oblivion and refer to Todd Howard as "Based Todd".
That's the majority of my encounters with it as well like on :reddit-logo:
I thought it was al kaida's name translated to base. And it refered to sticking it to the system in socially unacceptable ways
