The Ferengi were immediately expanded upon in DS9 just by having Quark in the main cast. Ferengi being generic evil was a first two seasons of TNG thing. Writers with creative ambitions would try to leave Voyager and take a lay cut to work on DS9. They gained greater creative freedom as the show went along and the show creators not being involved after like season 2 for the most part is what made the show as good as it was.
