The only two real responses here are to do that or keep ignoring it. If the biden admin acknowledges what Texas is doing is bonkers but doesn't follow up swiftly, it just invites a whole bunch of criticism from his opponents and his liberal base. Each state has regiments of national guard that are under the control of the governor of that state. The president can "federalize" the national guard putting them under his control. To further add confusion some states have State Guards that are state controlled militias.

The most notable instance of the president federalizing troops to enforce a court order was in school integration. Eisenhower federalized the Arkansas national guard and mobilized the 101st airborne to enforce the integration of the little rock nine. He did so by executive order,
