Kharkiv is apparently chill about LGBT people (as it goes in Eastern Europe) and when I visited I saw a lesbian couple and some transrights grafitti, but it's nothing officially endorsed by the government obviously. Also neo-nazi groups like to target LGBT rallies. I imagine there are similarly LGBT semi-tolerant attitudes in Moscow though, being a such a huge and diverse city.
St Petersburg is where you want to go if you are LGBT in Russia the city's culture pretty young and "western." But it's not like you are going to get executed anywhere else though you might be harassed by assholes. Headline is insane because there are plenty of LGBT people living in Russia and they aren't being targeted for killings by the evil Putin.
I found some Anarcho-Communist graffiti and posters in my grandma's town in far-eastern Poland. That doesn't really mean anything for the general quality of life or support for the left and other progressive causes tbh
