• They were filling up fuel canisters for generators which they use to cook their food probably molotovs
• They had "controlled substances" and we all know drugs = bad = riots
• They had protective equipment in case things got out of hand riot gear, for rioting
• They had some illegal fireworks
• No mention of the fact these folks actually hand out food
