        You're thinking of Squatting laws. If you live in a house a long ass time and nobody stops you, then the squatter just owns the place. Ultimately this results in violence as landlords are incentivized to attack homeless people living on their properties rent-free to keep the prices high. A mandate to fill their houses would force them to lower their prices since having an empty home would cause them to lose it completely.

          There's a bunch of caveats too, like you have to post in the newspaper that you're squatting or something. Squatters rights sort of exist on paper but not in real life.
