I've actually been following this story (as a way to escape the bleak other stuff happening) Here's how this went down, lol:
- McDonalds corporate decides that in Russia, they're going to buy a bunch of real estate then franchise it out. Corporate owns the property, but locations are locally operated.
- McDonald joins Ukraine sanctions and says it's temporarily suspending operations in Russia.
- Russia passes legislation that any business that remains out of operation for more than 30 days effectively "abandons" their property claims.
- McDonalds freaks out because they're just rent-seeking landlords, and they try to keep some of locations open to avoid losing all their investment.
- It's looking like these corporations are going to have their assets appropriated regardless.

You're thinking of Squatting laws. If you live in a house a long ass time and nobody stops you, then the squatter just owns the place. Ultimately this results in violence as landlords are incentivized to attack homeless people living on their properties rent-free to keep the prices high. A mandate to fill their houses would force them to lower their prices since having an empty home would cause them to lose it completely.
