People are getting bused from Mariupol (willingly) because it's a fucking mess. People can stay but very few people choose to because there's a better option waiting for them and transportation is being offered straight to it. Nothing sinister about that and there's definitely no ethnic component, non-russians in the area have been treated like shit by Ukraine too they hate them, the Greek diaspora which represents like 20% of the population in the area in and around Mariupol had entire villages erased and were constantly harassed.
