It says nothing about tracking there, just censorship and NSA spying. A website knowing your IP address isn't tracking, it's how the internet works (unless you're going through a VPN).
For the record: i do count IP-logging as tracking. I have a browser extension called Privacy redirect that redirects Wikipedia pages to Wikiless by default. Don't thiunk they included Wikipedia as an accident.
