A lot of North Africans think of themselves as Arabians first and Africans second.
It's always a heated topic of discussion on any African based internet forum, with sub Saharan, central and western Africans getting into it with north Africans. The biggest flare up of this discussion lately was around the AFCON football/soccer tournament, with regards to bias and so on.
It makes sense. The Sahara desert is much more real, on a human scale, than arbitrary continental divisions based on geology. Historically it makes a lot more sense to consider Egypt, Morroco, Spain, and southern France to be part of the same region than it does to include Tunisia with Ghana.
arab is the ethnic category. arabian is a mostly outdated term for someone from the arabian peninsula, who would more likely describe themselves in terms of their nationality (i.e., saudi or yemeni)
what others said is true but like there is 200% some kinda fuckery going on with the survey, mistranslation/interpretation or whatever--different definitions/categories of "black"

Maybe they did the old "Black Lives"/"Blue Lives" switcharoo, like with that Irish Cop who didn't know Gaelic and put "Gorm Chónaí Ábhar’" under a black-and-blue shamrock.
Yeah the Arabs rode all the way from the Arabian Peninsula to Spain in about two hundred years. They barely even slowed down long enough to collect taxes. They would have conquered Europe except the Franks finally got their shit together in early-mid 700s and stopped them in north east Iberia.
How can this be so low in Africa!? Wtf am I missing something?

Those slave markets that people always bring up about Libya after the US destroyed it were enslaving black African migrants.
I would be very skeptical of this data.
