Multilayer joke for the real heads: returning character is Weyoun
Jeffrey Combs, the actor who plays Weyoun, has been ten different characters in various Star Trek series, including four on DS:9 alone. Also, the Vorta are clones, so Weyoun was killed about a half dozen times.
Returning means from another series, recurring means they play a character that reappears in the same series. Also, Weyoun was actually supposed to be a one off but the people working on the shownliked Combs and the character so much they wrote the Voeta cloning thing in as a reason to get him back over and over

Eh, Jadzia wasn't t an intentional trans metaphor and I've known quite a few trans people that have sort of a grandfather clause situation regarding nicknames from old friends that aren't necessarily gender accurate. Depends on the person.
