My first thought is this is like the extremely high risk version of people who don't teach their dogs not to bite because puppy bites are cute.
Hippos have a lot of sensation in their mouths. It's like our hands in terms of ability to feel stuff (just not as dexterous obviously). They socialize using their mouths.
