American aristocracy can drive drunk into a lake, abandon the car, not call for rescue, let the woman inside to die a slow death by drowning, and suffer no legal consequences like we would if we had done the same. I don't know what's gone wrong in this case, maybe Pelosi pissed off the wrong local official. We'll probably never know the real story.
