The American government has Eleven and is dedicating all this manpower to understanding the Upside Down but the Soviets have already figured out that the connection is strongest in Hawkins, have financed, built and established a base of operations in the mall and created a machine to open a portal. Then they managed to seemingly capture a part of the Mind Flayer, along with a bunch of Demodogs and at least one Demogorgon and brought them to this remote gulag in Siberia or wherever. But. In the course of their research, they weren't able to figure out their weakness to fire, so when the creatures are set loose, it's a veritable slaughter. So, the Soviets are simultaneously smart yet dumb.
i would probably go insane with happiness if some American media merely portrayed the soviets in just a neutral, state-doing-self-interested-things-to-get-by way.
People are pissed off that the martian had China help the rescue with a rocket, they would die if the thought of Russia, especially soviet Russia, doing something just because it's a country and not because it's evil was ever suggested.
