The "rules based international order" that choms likes to bring up so much is just a proxy phrase for "the american empire". The "rules based international order" is run from washington the same way the Roman empire was run by Rome.
It is also an incredibly fashy phrase when you think about it closely.
The reason they say "rules based international order" and not "international law" is because the former is vague, made up, bullshit whereas the latter is unenforceable bullshit, but at least very clearly defined.
If you say “international law” too often people start to get mad when you break international law
