The impression I got was that "halal" in context meant that the donor didn't engage in any activities like smoking or drinking, but in a probable indication that the halal organ concept was made up whole cloth, none of the more reputable sources on Muslim perspectives on organ donation mentioned that being a requirement.
For specifics we have fatwas. Just check the one on organ donation by the Fiqh Council - as long as donation will not lead to death of or harm to the donor, it's permissible.
I just didn't want to cite a giant fatwa, and ongoing charity is a simple way to justify organ donations before going into specifics.
Also, all organ donations are halal. To quote the Prophet (peace be upon him):
Consentual organ donation is obviously a form of Sadaqah Jariyah, "ongoing charity", and therefore halal.
