In Black Adam (not the cumtown bit) Black Adam (THE ROCK) is discovered and idolised by a kid, who tells him the middle eastern city he ruled over thousands of years ago has been taken over western mercenaries who run the city for reasons not elaborated. The mercenaries chase after the kid in a series of 90's esque scenes where the kid constantly escapes on skateboard, with the mercs never even shooting their guns at him for a second.
So the Middle eastern analogue city definitely isn't Israel, because the mercs don't kill a kid for having a Rock.
