My take? "Terrorism" is a red herring. It's just capital needing new markets and lower wages. China is just speed running primitive accumulation.

Would 'ISIS' be an acceptable excuse if like, Germany started mass imprisoning Muslims?

Just to be 100% clear, we aren’t just applying this standard to Muslims.

After the spate of 8chan fuelled hate attacks, there should have been a similar programme for white supremacists. Similarly, after the murder of George Floyd, the same should have been turned internally to the police force. Similarly, the same should be done to ICE.

The province is famously plagued with terrorism for a very long time, and has been the source of a huge number of attacks all over China. To say that it is a "red herring" is very ignorant of a very serious problem.
