The entire point I was making was that the US State operates at a level beyond what the President wants, especially in terms of foreign policy. It’s useless trying to compare Obama and trump. They both do what the cia, nsa etc want them to do, as is appropriate to the times. The difference comes out, marginally, in certain domestic/social issues, where Obama is much better (though still terrible).

However, the president and his party gets to chose which group of imperialists to back and how to back their interests specifically. That's where a competent and laser-focused president is dangerous to the world, whereas an idiotic one that keeps contradicting itself and is more inwardly antagonistic than outwardly causes massive strains and contradictions in the system.
