Animation in general looked better in the early 2000s/90s. In Pokemon Crystal version the sprite animations were unmatched for another 15 years

Also yes, early 2000s to about 2013 had, imo, the best animation. Looked so crisp, but no CGI bullshit. Not too detailed, but still detailed. Not "over drawn", idk exactly what it is but compare this to, say, demon hunter. Which is a beautiful show, but there's just something too perfect in demon hunter, or their use of CGI... idk
